Fear factor

So if there is an increase of .04 C in 40+ years in global warming as a natural earth cycle along with the effects of urbanization, is the fear factor used as an element in multimillion dollar fundraising ventures. How well can we believe that research remains unbiased in favour of fundraising. Just a question.
